For Homeowners and Renters within the KCP&L service territory and Weatherization Agency territory
Homeowners:
- Household earnings at or below the current income guidelines
- Owner of the home
- Has received electric service from KCP&L for a minimum of one year immediately preceding the date of application
- Household energy consumption greater than 3,000 kWh per year
- Applicant has made attempts to maintain a payment history, no matter how small
Renters:
- Same as above for homeowners, with the addition of:
- Must be fully responsible for the payment of electricity bills
- Landlord agrees under contract with the CAP agency to:
- Pay no less than 50% of the total cost of the conservation measures
- Not raise the rent for at least two years from the date of completion of installation of the energy conservation measures
